This is a Pilot Celemo fountain pen (14K585, F).
I used it previously and it was able to write at the time, but the ink has run out, so I haven't been able to confirm its writing ability at present.
There are multiple scratches on the body and cap (the one in the fourth photo is the most noticeable). Also, the Pilot imprint on the cap is no longer visible.
